With the inclusion of a National White Certificate Scheme in the Coalition’s amendments to Carbon Pollution Reduction Scheme (CPRS), we need to ask, what is it? And what is it good for?

Vikki McLeod is an engineer and independent energy and carbon consultant who was responsible for the original policy design of the National Energy Efficiency Target for the COAG endorsed National Framework on Energy Efficiency. Vikki McLeod was a former Senior Adviser to Senator Lyn Allison who initiated a Senate Inquiry by tabling a private members Bill for a white certificate scheme, National Market Driven Energy Efficiency Target Bill 2007. This Bill has been re-released as an exposure draft by the Australian Greens as the Safe Climate (Energy Efficiency Target) Bill 2009.
